The project charter is a very important document, issued by the Sponsor establishing the project, announcing the appointment of the Project Leader, and providing an overview of the project and its scope.

Don’t operate on the basis of verbal agreements, casual memos, even if the sponsor and the customer happen to be your best buddies down the hall and you both work for the same organization.

Overview

The Project Charter can most succinctly be described as the agreement between the provider of the product or service, and the customer organization requesting and receiving the project deliverable. It is a tool to obtain commitment from all affected groups and individuals within a specific project.

It is an agreement between the technical and business groups which defines:

  1. Partners and external stakeholders
  2. The project management framework to be used on the project
  3. Roles, responsibilities, accountabilities, and activities of the team members
  4. Management commitments (specifically in terms of communications and control)
